AMENDED
schools; incentive program; dual enrollment
Purpose
Extends the College Credit by Examination Incentive Program (CCEIP) to provide incentive bonuses for a student who completes a qualifying dual enrollment course with a passing grade.
Background
The CCEIP is established in the Arizona Department of Education (ADE) to provide an incentive bonus to teachers, school districts and charter schools for students who obtain a passing score on a qualifying examination for college credit while in high school. ADE pays an incentive bonus to school districts and charter schools for each student in grades 9 through 12 who receives a passing score on a qualifying examination (A.R.S. § 15-249.06).
A school district or charter school that receives an incentive bonus must distribute at least 50 percent of the bonus monies to the classroom teacher and other teachers of relevant subjects for each student who passes a qualifying exam. Remaining bonus monies must be used for teacher professional development or student instructional support or materials. The College Credit by Examination Development Fund (Fund) is administered by ADE, consisting of monies appropriated to provide incentive bonuses under the CCEIP (A.R.S. § 15-249.06).
Community colleges may offer college courses that can be counted towards both high school and college graduation requirements. Students are admitted to the community college under policies adopted by each district. Enrolled students must: 1) be high school juniors or seniors; 2) satisfy the course prerequisites published in the college catalog; and 3) comply with college policies regarding student placement in courses. A community college can waive the class status requirements for up to 25 percent of the enrolled students if the community college has established written criteria for waiving the requirements for each course. (A.R.S. § 15-1821.01).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Provides an incentive bonus to teachers, school districts and charter schools for students in grades 9 through 12 who complete a dual enrollment course in math, English language arts, social studies or science with a passing grade.
2. Requires a student be enrolled in a school where 50 percent or more of the students are eligible for free or reduced-price lunches to generate an incentive bonus for a passing grade in a qualifying dual enrollment course.
3. Specifies an incentive bonus amount of $450 be provided for each qualifying student's passing grade in a dual enrollment course.
4. Requires bonus monies be proportionally reduced to cover eligible bonus awards if the statewide sum of per-student awards exceeds the amount of available monies.
5. Applies the existing CCEIP distribution requirements to the dual enrollment incentive bonus monies.
6. Requires each community college district governing board (district board) to maintain a list of qualifying dual enrollment courses offered to high school students to receive college credit and the passing grade required to receive college credit.
7. Requires each district board to provide the list of qualifying dual enrollment courses to ADE and the Joint Legislative Budget Committee (JLBC).
8. Requires ADE to include, in a report to the President of Senate, the Speaker of the House of Representatives, the Governor, the Secretary of State, and JLBC, the following information:
a) the number of students who completed a qualifying dual enrollment course;
b) the number of students who completed a qualifying dual enrollment course with a passing grade; and
c) the number and types of qualifying dual enrollment courses.
9. Renames the CCEIP the Dual Enrollment and College Credit by Examination Incentive Program.
10. Renames the Fund the Dual Enrollment and College Credit by Examination Development Fund.
11. Makes technical and conforming changes.
12. Becomes effective on the general effective date.
Amendments Adopted by Committee of the Whole
1. Limits incentive bonuses provided for a passing grade in a dual enrollment course to schools where at least 50 percent of the students are eligible for free or reduced-price lunches.
2. Requires a dual enrollment course be in mathematics, English language arts, social studies or science to generate an incentive bonus.
