emergency response plans; executive session
Purpose
Allows a school district governing board (governing board) or charter school governing body (governing body) emergency response plan to be discussed by the governing board or governing body in executive session. Exempts emergency response plans from statutory requirements related to the inspection of public records.
Background
A governing board, in conjunction with local law enforcement and emergency response agencies, must develop an emergency response plan for each school in the district. Each emergency response plan must meet minimum standards developed jointly by the Arizona Department of Education (ADE) and Department of Emergency and Military Affairs' Division of Emergency Management (A.R.S. § 15-341). Currently, ADE publishes a list of components that may be included in a school district's emergency response plan (ADE).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Allows a governing board or governing body to discuss or consider an emergency response plan in executive session.
2. Exempts school district or charter school emergency response plans from statutory requirements relating to the inspection of public records.
3. Becomes effective on the general effective date.
