gaming assistant director; senate confirmation

Purpose

            Requires the Governor to appoint an Assistant Director of the Arizona Department of Gaming.

Background

The Arizona Department of Gaming (ADG) monitors tribal gaming activities in accordance with the Arizona tribal-state gaming compacts, works in conjunction with the Arizona Racing Commission to regulate horse racing and provides staff support to the Boxing & Mixed Martial Arts Commission for the regulation of unarmed combat sports (A.R.S. Title 5, Chapters 1, 2 and 6). Current statute requires the Governor to appoint the Director of the ADG (Director) and prohibits the Director from having a financial interest in a gambling operation or in the gambling industry in Arizona during the term of appointment (A.R.S. § 5-604). Appointments of state officers by the Governor are subject to confirmation by the Senate (A.R.S. § 38-211).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Requires the Governor to appoint an Assistant Director of the ADG, subject to confirmation by the Senate, to serve at the pleasure of the Governor.

2.      Prohibits the Assistant Director of the ADG from having a financial interest in a gambling operation or in the gambling industry in Arizona.

3.      Becomes effective on the general effective date.
