SB 1210: assisted living; caregivers; training

Overview

Prescribes training and testing requirements for certification as an assisted living facility caregiver.

History

The Board of Examiners of Nursing Care Institution Administrators and Assisted Living Facility Managers (NCIA) licenses and regulates administrators and managers of nursing care institutions and assisted living facilities. NCIA responsibilities include: 1) investigating complaints; 2) overseeing the general application of laws governing the practice of nursing care institution administrators and assisted living facility managers; 3) updating and developing rules that regulate administrators and managers; 4) ensuring qualifications are met prior to issuing a license or certificate to an administrator or manager; 5) ensuring that statutory requirements are met for the renewal of an administrator's license or manager's certificate; 6) approving and regulating assisted living facility manager and caregiver training programs; and 7) approving continuing education courses to ensure that quality and useful education is being taught.

A person who successfully completes the training and competency requirements developed by the Arizona Health Care Cost Containment System administration for in-home direct care workers satisfies the training requirements for assisted living facility caregivers, except for medication administration training required by the assisted living facility caregiver's scope of practice. (A.R.S. § 36-446.15)

a)    62 hours of on-the-job training under the direct supervision of certain health professionals or a certified assistant living facility manager with at least five years of experience, but only 31 of the 62 hours can be under a certified assistant living facility manager and pass the NCIA required examination with a score of at least 75 percent; or

b)    The Board's required curriculum and examination for assisted living facility caregiver certification. (Sec. 2)

2.    Directs the NCIA to prescribe standards by rule for on-the-job training. (Sec. 2)

3.    Defines direct supervision. (Sec. 2)

4.    Makes technical changes. (Sec. 1)
