Overview

Allows a medical marijuana card holder to have either an electronic or tangible registry identification card.

History

In November 2010, the Arizona Medical Marijuana Act (Act) was passed by a voter ballot initiative, which legalized the medical use of marijuana in this state. The Arizona Department of Health Services (DHS) regulates the Act through its Medical Marijuana Program by: 1) issuing medical marijuana registry identification cards to qualified applicants; 2) inspecting medical marijuana dispensaries and cultivation sites; 3) investigating complaints against facilities, licensing infusion kitchens; and 4) administering the Medical Marijuana Fund.

According to the Auditor General, DHS issues registry identification cards to qualifying patients, designated caregivers and dispensary agents. During calendar year 2018 there were 198,017 qualifying patients, 2,022 designated caregivers and 8,179 dispensary agents. (Report 19-107)

All registry identification cards and registration certificates expire two years after their date of issue. DHS is required to implement an electronic registry card program for registry identification cards, registration certificates and renewals. The electronic license program must allow for the electronic verification and delivery of registry identification cards, registration certificates, and renewals. (A.R.S. § 36-2804.06)
