Page 1, between lines 1 and 2, insert:
"Section 1. Section 15-213.04, Arizona Revised Statutes, is amended to read:
15-213.04. Procurement practices; rules; lowest qualified bidder
The state board of education shall adopt rules for the procurement by school districts of any materials, services, goods, for construction and construction services over $50,000 that require contracts to be awarded based on the lowest qualified bidder.
Sec. 2. Laws 2018, second regular session, chapter 285, section 32 is amended to read:
Sec. 32. Effective date
Section 15-213.04, Arizona Revised Statutes, as added by this act, is effective from and after June 30, 2019 2020."
