PROPOSED

HOUSE OF REPRESENTATIVES AMENDMENTS TO H.B. 2310

Strike everything after the enacting clause and insert:

"Section 1. School district procurement study committee; membership;

    duties; report; delayed repeal

A. The school district procurement study committee is established consisting of the following members:

1. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.  The president of the senate shall designate one of these members to serve as cochairperson of the committee.

2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.  The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

3. The executive director of the state board of education.

4. The chair of the school facilities board.

5. The state procurement administrator.

6. The auditor general or the auditor general's designee.

7. A school district superintendent of a school district.  The president of the senate shall appoint this member.

8. One person who represents a statewide taxpayer association.  The speaker of the house shall appoint this member.

B. The committee shall:

1. Review and study procurement processes currently used by school districts, focusing on the transparency and efficiency of current practices.

2. Study resources at the state level that can be used to support the school district procurement system.

C. The study committee may:

1. Request information, data and reports from school districts, the Arizona department of administration and the Arizona department of education.

2. Hold hearings and receive public testimony.

D. The study committee shall convene at any time and in any place deemed necessary or convenient by the cochairpersons and all meetings shall be open to the public.

E. Committee members are not eligible to receive compensation.

F. The committee members appointed pursuant to subsection A, paragraphs 3 through 7 of this section are nonvoting advisory members whose presence is not counted for the purpose of determining the presence of a quorum.

G. On or before November 15, 2019, the study committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

H. This section is repealed from and after September 30, 2020."
