Page 1, strike lines 2 and 3, insert:

"Section 1. Laws 2018, second regular session, chapter 285, section 32 is amended to read:

Sec. 32. Effective date

Section 15-213.04, Arizona Revised Statutes, as added by this act, is effective from and after June 30, 2019 2020.

Sec. 2. School district procurement study committee; membership;

duties; report; definition; delayed repeal

A. The school district procurement study committee is established consisting of the following members:

1. Three members of the Senate who are appointed by the president of the senate, not more than two of whom are members of the same political party. The president of the senate shall designate one of these members to serve as cochairperson of the committee.

2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

3. The executive director of the state board of education or the executive director's designee. This member shall serve as an advisory member.

4. The auditor general or the auditor general's designee. This member shall serve as an advisory member.

5. A private citizen with expertise on school district procurement who is appointed by the speaker of the house. This member shall serve as an advisory member.

6. The attorney general or the attorney general's designee. This member shall serve as an advisory member.

B. A majority of the members of the committee constitutes a quorum.

C. Committee members are not eligible to receive compensation.

D. The study committee shall:

1. Review and recommend to the legislature policies designed to improve the efficiency and cost effectiveness of school district procurement while providing sufficient resources for the instruction of students.

2. On or before December 1, 2019 the cochairpersons shall report the findings and recommendations of the school district procurement study committee to the president of the senate, the speaker of the house of representatives, the chairperson of the senate committee on education, the chairperson the house of representatives committee on education, the minority leader of the senate and the minority leader of the house of representatives and provide a copy of this report to the secretary of state.

E. The study committee may hold hearings, conduct fact-finding work and take testimony from witnesses who may assist the study committee in fulfilling its responsibilities. All hearings of the study committee shall be open to the public.

F. The legislature shall provide staff and support services to the study committee.

G. For purposes of this section, "advisory member" means a member who gives advice to other members of the school district procurement study committee at meetings of the committee but who is not eligible to vote and is not a member for purposes of determining whether a quorum is present.

H. This section is repealed from and after December 31, 2019."
