"Sec. 2. Appropriation; department of economic security; child care
A. The sum of $500,000 is appropriated from the federal child care and development fund block grant in fiscal year 2019‑2020 to the department of economic security to assist child care providers who serve children in families referred by the department of child safety and children in foster care pursuant to title 8, chapter 4, Arizona Revised Statutes, to achieve a quality rating at a level of three or higher from the Arizona early childhood development and health board established by title 8, chapter 13, Arizona Revised Statutes.
B. The department of economic security shall use the monies appropriated in subsection A of this section to provide grants to child care providers and contractors who can assist child care providers and who can provide a dollar‑for‑dollar match using private monies. The department shall prioritize the grants by the number of children as specified in subsection A of this section that are served by the child care provider."
