AN ACT
amending title 38, chapter 8, Arizona Revised Statutes, by adding article 3; Relating to public safety officers.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 38, chapter 8, Arizona Revised Statutes, is amended by adding article 3, to read:
ARTICLE 3. OFFICER EQUIPMENT
38-1161. Mobile video recording systems; vehicles; peace officers; definitions
A. Beginning on the effective date of this section:
1. Every new or used marked police vehicle that is purchased, leased or otherwise acquired by a law enforcement agency and that is primarily used for law enforcement traffic stops must be equipped with a mobile video recording system.
2. Every uniformed peace officer must be equipped with a wearable mobile video recording system.
B. For the purposes of this section:
1. "Marked police vehicle" means an automobile, light truck or truck that displays graphics, markings or decals identifying the law enforcement agency on a minimum of two sides, including the front, rear, left or right side, and that has at least one light on the top of the vehicle with three hundred sixty degree visibility.
2. "Mobile video recording system" means a device or system that is installed or used in a police vehicle or worn by a peace officer and that electronically records visual images depicting activities that take place during a motor vehicle stop or other law enforcement action.
Sec. 2. Adoption of rules; chief administrative officers
Within ninety days after the effective date of this act, the chief officer of each law enforcement agency in this state shall adopt rules to implement section 38‑1161, Arizona Revised Statutes, as added by this act.
