ARIZONA STATE SENATE

state liquor board; membership
Purpose
Requires an appointment to the Arizona Liquor Board (Board) to be made after nominees who are current or former elected municipal officials have been submitted to the Governor.
Background
The Board’s responsibilities include: 1) granting and denying license applications; 2) adopting rules; and 3) hearing appeals (A.R.S. § 4-112). The seven-member Board must consist of two members that have experience in the spirituous liquor industry, one of which must be a retail licensee or employee. One Board member must represent a neighborhood association and there must be five members that are not financially interested in business licensed to deal with spirituous liquor. Not more than four members may be of the same political party and not more than three members may be from the same county (A.R.S. § 4-111).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires one of the five members of the Board who are not financially interested in business licensed to deal with spirituous liquors to be appointed after an association representing cities and towns forwards at least three nominees who are current or former elected municipal officials to the Governor.
2. Allows all persons serving as members of the Board to continue to serve until the expiration of their normal terms and requires the Governor to make all subsequent appointments as prescribed by statute.
3. Makes technical changes.
4. Becomes effective on the general effective date.
