AMENDED
veteran special plates; branch seal
Purpose
Effective beginning October 1, 2019, requires the Arizona Department of Transportation (ADOT) to design seven different special license plates for veterans.
Background
The current cost of an Arizona veterans license plate is $25. The license plates are offered for vehicles and motorcycles. The Arizona Veterans Donation Fund collects $17 of the $25, and $8 is used as an administration fee and there is a $25 annual renewal fee. The veterans plates may be personalized for an additional $25 (A.R.S. § 28-2414).
Spouses, parents, children and siblings of eligible veterans may also be issued a veteran's plate. A veteran's license plate with a handicap symbol is also available with the international symbol of access added to qualified applicants' plate at no additional charge. To receive a plate, qualified veterans will need to provide a copy of the appropriate forms specified by ADOT as proof of service and submit a special plate application. More than 1,200 applications for veteran's plates are processed monthly at the Motor Vehicle Departments statewide.
By law, the Arizona Veterans Donation Fund is used only for Arizona's veteran programs and cannot be absorbed into the state General Fund. The Veterans' Donation Fund consists of monies, gifts and contributions donated to the Arizona Department of Veterans' Services (A.R.S. § 41-608).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires ADOT to create seven different designs for veteran's special license plates with the following logos:
a) an American flag in the center;
b) an Army seal;
c) a Navy seal;
d) a United States Marine Corps seal;
e) an Air Force seal;
f) a Coast Guard seal; and
g) a Native American Code Talkers Seal.
2. Allows veterans and immediate family members who submit satisfactory proof to select which veteran special plate they wish to receive from ADOT.
3. Makes technical and conforming changes.
4. Becomes effective on October 1, 2019.
