funding; gifted education programs
Purpose
Appropriates $5,000,000 in FY 2020 to the Arizona Department of Education (ADE) for gifted education.
Background
School district governing boards must provide educationally for gifted pupils by modifying courses of study and adapting teaching methods, materials and techniques for gifted pupils who possess superior intellect or advanced learning ability, but have an educational disadvantage resulting from outlined factors (A.R.S. § 15-779.01).
School districts that meet the outlined requirements may apply to ADE for additional assistance for gifted programs equal to the greater of $75 per pupil for four percent of district students or $2,000 (A.R.S. § 15-779.03).
In FY 2019, the Legislature appropriated $1,000,000 in one-time funding from the state General Fund to the Superintendent of Public Instruction for gifted education.
S.B. 1171 appropriates $5,000,000 from the state General Fund to ADE in FY 2020.
Provisions
1. Appropriates $5,000,000 in FY 2020 from the state General Fund to ADE to be allocated as follows:
a) $4,700,000 for gifted education programs additional assistance; and
b) $300,000 for use by ADE to administer the additional assistance.
2. Exempts the appropriation from lapsing.
3. Becomes effective on the general effective date.
