History

The Arizona State Constitution requires that the state be split into 30 legislative districts by an independent redistricting commission (Commission) every 10 years.  The Commission is composed of five members who are responsible for establishing congressional and legislative districts. Legislative districts are required to:

1.       Comply with the United States Constitution and the United States voting rights act;

2.       Be geographically compact and contiguous;

3.       Respect communities of interest;

4.       Use visible geographic features, city, town and county boundaries, and undivided census tracts as the district lines; and

5.       Be created to where they would create no significant detriment to other goals to the extent practicable (AZ Const. Art. 2, Pt. 2. § 1).

Prescott was founded as the territorial capital of Arizona in 1864; the capital moved to Tucson from 1867-1877 until it was moved back to Prescott. In 1889 the capital was moved permanently to Phoenix (www.prescott-az.gov).

Provisions

1.       Mandates that the legislative district that contains the City of Prescott is designated as legislative district one. (Sec. 1)

2.       Specifies that if the City of Prescott is located in more than one legislative district then the legislative district that contains the largest percentage of the city's population is designated as legislative district one. (Sec. 1)
