History

The Arizona Legislature adopts a budget for each fiscal year (FY) that contains general appropriations. Article IV, Section 20, Part 2, Constitution of Arizona, requires the General Appropriations Act (feed bill) to contain only appropriations for the different state departments, state institutions, public schools and interest on public debt. Statutory changes necessary to reconcile the appropriations made in the feed bill and other changes are drafted into separate bills known as Budget Reconciliation Bills (BRBs). These BRBs are prepared according to subject area.

Provisions

1.       Appropriates $2.5M from the state GF in FY 2020 to the Arizona Department of Health Services (DHS) for a Program. (Sec. 1)

2.       Requires DHS to distribute the monies for a Program to a nonprofit organization to implement a statewide system to provide direct services, support services, social services case management and referrals to the biological or adoptive parents of children under two years of age. (Sec. 1)

3.       States the purpose of the statewide system is to encourage healthy childbirth, support childbirth as an alternative to abortion, promote family formation, aid successful parenting and increase families' economic self-sufficiency. (Sec. 1)

4.       Specifies the statewide system services must be available to all residents of this state in both urban and rural areas. (Sec. 1)

5.       Prohibits monies from being used for abortion referral services or distributed to entities that promote, refer or perform abortions. (Sec. 1)

6.       Specifies that the nonprofit organization that receives the monies must demonstrate both of the following:

a.       Experience in marketing and serving the eligible patient population; and

b.       That the organization can begin serving clients statewide within 60 days after receiving monies. (Sec. 1)

7.       Requires the nonprofit organization to submit a quarterly report to DHS on the services and referrals provided by the nonprofit organization. (Sec. 1)

8.       Requires the following information be included in the report:

a.       The number of clients served, either by referral or direct services;

b.       The number of direct services provided and referrals made;

c.        The number of women referred for medical services or medical care;

d.       The number of women who received prenatal care;

e.       The number of women who received nutrition services;

f.         The number of women referred for nutrition services;

g.       The number of parents who received adoption services;

h.       The number of individuals referred for adoption services;

i.         The number of individuals who received educational and employment services;

j.         The number of individuals referred for educational and employment services;

k.       The number of individuals referred for parenting education and support services;

l.         The number of individuals who received referrals to programs through DHS, the Department of Economic Security, the Arizona Health Care Cost Containment System, and other public programs, with a breakdown by program. (Sec. 1)

9.       Specifies the report include aggregate client demographic information, including age, marital status, county of residence, ethnicity, sex and number of current children.  (Sec. 1)

10.   States the report may not identify any individual client by name or include any other personally identifying information or an identifier that would make it possible to identify a client, in any manner or under any circumstances. (Sec. 1)
