History

The Arizona Legislature adopts a budget for each fiscal year (FY) that contains general appropriations. Article IV, Section 20, Part 2, Constitution of Arizona, requires the General Appropriations Act (feed bill) to contain only appropriations for the different state departments, state institutions, public schools and interest on public debt. Statutory changes necessary to reconcile the appropriations made in the feed bill and other changes are drafted into separate bills known as Budget Reconciliation Bills (BRBs). These BRBs are prepared according to subject area.

Provisions

Arizona Department of Child Safety (DCS)

1.       Requires the Arizona Early Childhood Development and Health Board (First Things First) and DCS to jointly report to JLBC on their collaborative efforts to address child welfare issues of common concern during the prior year by February 1 annually. (Sec. 1)

2.       Specifies that the report include information about the level of coordination among DCS, First Things First and community groups to promote the well-being of children and families that are identified in reports of abuse or neglect. (Sec. 1)

Arizona Department of Economic Security (DES)

3.       Conforms language related to Title IV-D (family support services) recipients to federal law. (Sec. 2)

4.       Eliminates the requirement for the legislature to annually adjust the appropriation made in the previous fiscal year to DES for providing services for persons with development disabilities whose service costs exceed the current cost-effective study rate. (Sec. 3)

5.       Allows DES to reduce maximum income eligibility levels for child care assistance in order to manage within appropriated and available monies. DES must notify JLBC of any change in maximum income eligibility levels for child care assistance within 15 days after implementing the change. (Sec. 5)

6.       Permits DES to use monies appropriated from the Special Administration Fund in FY 2020 for domestic violence prevention and cost-effectiveness study client services. (Sec. 6)

7.       Requires DES to screen and test each adult recipient who is eligible for temporary assistance for needy family and who DES has reasonable cause to believe engages in the illegal use of controlled substances. (Sec. 7)

8.       Asserts any recipient who is found to have tested positive for the use of a controlled substance that was not prescribed for the recipient by a licensed health care provider is ineligible to receive benefits for a period of one year. (Sec. 7)

Miscellaneous

9.       Allows monies in the Housing Trust Fund (Fund) to be spent on construction or renovating facilities and on housing assistance, including support services, for persons who have been determined to be seriously mentally ill and be chronically resistant to treatment. (Sec. 4)

10.   Requires the report on the status of the Fund to include the number of individuals who benefit from housing assistance as outlined above. A copy of the report must be delivered to the secretary of state, in addition to the legislature. (Sec. 4)  

11.   Prioritizes the distribution of housing funds to projects that provide for operating, constructing, or renovating facilities for low-income families and that provide housing and shelter to families that have children. (Sec. 4)
