Overview

History

A school district may fund classroom supplies from its Basic State Aid formula monies (A.R.S. §§ 15-971 and 15-973) and other undesignated monies, such as overrides (A.R.S. § 15-481) and district additional assistance (A.R.S. § 15-961). By contrast, monies that have restricted uses include the Classroom Site Fund (A.R.S. § 15-977), bonds, and some federal monies such as the Impact Aid Discretionary Construction Grant Program (34 CFR §222.172).

Provisions

1.       Requires the Arizona Department of Education (ADE) to conduct the Program. (Sec. 1)

2.       Caps at $200 the maximum amount that teacher can receive from a Program grant. (Sec. 1)

3.       Establishes criteria for a teacher to be eligible in the Program and how teachers may use grant monies. (Sec. 1)

4.       Stipulates that ADE establish application procedures for teachers who wish to participate in the Program; select applicants to participate in the Program on a first-come, first served basis; and limit the number of teachers who it selects to participate in the Program.

5.       Appropriates $12 million from the state General Fund in FY 2020 to ADE for distribution to teachers who are selected to participate in this pilot program. (Sec. 2)

6.       Allows ADE to retain up to 5% of appropriated monies to administer this pilot program. (Sec. 2)

7.       Mandates that ADE submit a report on the impact and effectiveness of this pilot program on or before December 31, 2020 to the Superintendent of Public Instruction, President of the Senate, and Speaker of the House of Representatives. (Sec. 1)
