Strike everything after the enacting clause and insert:
"Section 1. Appropriation; department of environmental quality; wastewater project
The sum of $2,569,300 is appropriated from the state general fund in fiscal year 2019-2020 to the department of environmental quality for the nogales wash and international outfall interceptor project."
