Page 1, line 8, strike "subject to legislative appropriation" insert "continuously appropriated"
Strike line 23, insert:
"3. Adopt policies to award scholarships on or before March 1 of each fiscal year with priority given to applicants based on financial need, including requiring all applicants to complete a free application for federal student aid.
4. On or before March 1 of each fiscal year, notify the president of the senate, the speaker of the house of representatives, the director of the joint legislative budget committee and the state treasurer of the total amount awarded for the current fiscal year pursuant to this section."
