"B. The legislature shall annually adjust, according to the average annual percentage change in the metropolitan Phoenix-Mesa consumer price index published by the United States department of labor, bureau of labor statistics, the appropriation made in the previous fiscal year to the department of economic security to provide services for persons with developmental disabilities whose service costs exceed the current cost‑effective study rate."
