FLOOR AMENDMENT EXPLANATION

 

·         Eliminates the automatic annual 20% increase in the corporate STO credit cap, and instead freezes the cap at the FY 2018 amount.

 

·         Restricts the award of corporate STO scholarships to low-income families that earn less than 133% of the federal poverty level.

 

·         Removes provisions related to expanding low-income corporate eligibility and scholarship award amounts.

 

·         Removes the provision indexing the disabled and displaced credit cap to inflation.

 

·         Removes provisions relating to ESA eligibility.

 

·         Removes the provision that allows an STO to charge a reasonable application fee for an educational scholarship or tuition grant.
