Between lines 26 and 27, insert:
"Sec. 2. Appropriation; school districts; cash deficit; property valuation settlement
A. The sum of $182,118 is appropriated from the state general fund in fiscal year 2018-2019 to the department of education for distribution to a school district that meets all of the following criteria:
1. The school district is located in a county with a population of less than one hundred thousand persons.
2. The boundaries of the school district are not within the boundaries of an incorporated city or town.
3. The school district serves pupils in kindergarten programs and grades one through eight and, for fiscal year 2017-2018 has a fortieth day average daily membership of less than one hundred.
4. The school district has been notified by the property tax oversight commission pursuant to section 42-17151, Arizona Revised Statutes, that the school district is prohibited from establishing a primary tax rate for fiscal year 2018-2019 that is greater than the school district primary property tax rate for fiscal year 2017-2018.
5. In fiscal years 2016-2017 and 2017-2018, the school district primary property tax levy was corrected and reduced by between $275,000 and $310,000 to reflect a settlement associated with a successful property taxpayer appeal in the Arizona tax court.
B. The monies received by the school district pursuant to subsection A shall be used to relieve the cash deficit in fiscal year 2017-2018 realized as a result of the property valuation settlement as realized for fiscal years 2014-2015, 2015-2016 and 2016-2017 in Arizona tax court."
