A CONCURRENT MEMORIAL

urging the president of the united states to renegotiate the north american free trade agreement.

(TEXT OF BILL BEGINS ON NEXT PAGE)

To the President of the United States of America:

Your memorialist respectfully represents:

Whereas, the North American Free Trade Agreement (NAFTA) became effective on January 1, 1994 between the United States, Canada and Mexico; and

Whereas, most barriers for trade, such as tariffs and restrictions, were progressively eliminated under NAFTA, creating a trilateral economy of over $1.1 trillion in trade; and

Whereas, according to the United States Department of Commerce, Mexico is Arizona's number one trading partner, with over $8 billion in exports, and Canada is Arizona's number two trading partner, with over $2 billion in exports; and

Whereas, the failure of the United States to renegotiate NAFTA would vastly and negatively impact Arizona; and

Whereas, agriculture and other related industries, which contributed $2.8 billion in output to the Yuma economy, could be jeopardized if the United States withdraws from NAFTA, and the fresh produce industry in Santa Cruz County could lose the millions of dollars it brings in annually; and

Whereas, more than 90,000 jobs have been created in Arizona due to NAFTA; and

Whereas, more than 100,000 United States jobs were supported by the export of goods from Arizona in 2015; and

Whereas, if NAFTA is not renegotiated, foreign and domestic businesses in Arizona will relocate to other states or countries.

Wherefore your memorialist, the House of Representatives of the State of Arizona, the Senate concurring, prays:

1.  That the United States renegotiate the North American Free Trade Agreement with due regard for fair labor practices and competitive wages.

2.  That the Secretary of State of the State of Arizona transmit a copy of this Memorial to the President of the United States of America.
