FLOOR AMENDMENT EXPLANATION

 

 

1.  Adds a ninth member to the Independent Redistricting Commission (IRC) who

     serves as Chair.

 

2.  Reinstates the requirement that the Commission on Appellate Court

     Appointments provide a pool of five nominees who are not registered with any

     party already represented on the IRC to serve as the ninth member and chair of

     the IRC.

 

3.  Requires the eight appointed IRC members to select the ninth member within 15

     days of a meeting called by the Secretary of State.

 

4.  Specifies that if the commissioners fail to appoint a ninth member within 15 days,

     the ninth member is determined by lot.

 

5.  Reinserts constitutional language that requires legislative districts to have equal

     population to the extent practicable and provides that such districts cannot

     exceed an overall population deviation of two percent.

 

6.  Removes language that authorizes the Legislature to refer a redistricting plan to a

     vote of the people.

Page 2, between lines 24 and 25, insert:

"E.  By January 8 of years ending in one, the commission on appellate court APPOINTMENTS shall ESTABLISH a pool of persons who are willing to serve on and are QUALIFIED for appointment to the INDEPENDENT redistricting commission and who are not registered with either of the two largest political parties in this state.  the pool of candidates shall consist of five nominees."

"(8)  G.  At a meeting called by the secretary of state, the four eight independent redistricting commission members shall select by majority vote from the nomination pool established by the commission on appellate court appointments a fifth ninth member who shall not be registered with any party already represented on the independent redistricting commission and who shall serve as chair. If the four eight commissioners fail to appoint a fifth ninth member within fifteen days, the commission on appellate court appointments or its designee, striving for political balance and fairness, shall appoint a fifth ninth member shall be determined by lot drawn from the nomination pool, who and that ninth member shall serve as chair.

(9)  H.  The five nine commissioners shall then select by majority vote one of their members to serve as vice-chair."
