ranchers; landowners; fire training

 

Purpose

 

Requires the Arizona Department of Forestry and Fire Management (Department) to develop a forest and range fire training program to train ranchers and landowners.

 

Background

 

The Department was established by the Legislature to prevent and suppress wildland fires on state land and on private property located outside of cities and towns (A.R.S. § 37-1301).

 

Statute allows the Department to enter into cooperative agreements with other state or federal agencies, departments, political subdivisions or persons for the prevention and suppression of wildfires (A.R.S. § 37-1303).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Requires the Department to develop a program to train ranchers and landowners to detect, prevent and suppress forest and range fires.

 

2.      Immunizes Arizona from liability of any claim based on a rancher's or landowner's exercise or performance of, or failure to exercise or perform, any fire detection, prevention or suppression activity for which the Department provided training.

 

3.      Becomes effective on the general effective date.

 

Amendments Adopted by the House of Representatives

 

·         Requires the Department to develop a program, rather than provide training, to train ranchers and landowners to detect, prevent and suppress forest and range fires.
