Abstract

Provisions

1. Requires initial home inspector certification applicants to submit a valid fingerprint clearance card to the Board, rather than submitting a full set of fingerprints for the Board to obtain a federal and state criminal records check. (Sec. 2)

2. Authorizes the Board to hire outside employees on a fee basis to review the required documents submitted by applicants for home inspector certification and regulation. (Sec. 1)

3. Adds conforming language and asserts the Board cannot require a fingerprint clearance card for certification renewal or any other purpose, except as previously stated for the initial certification. (Sec. 2-5)

 

Current Law

In part, statute requires an applicant for a home inspector certification to be at least 18 years of age, be of good moral character and submit to the Board within two years of passing the required written examination, documents and pertinent information as follows: submit a full set of fingerprints to obtain a state and federal criminal records check. The background check information is then reviewed by the Board and assessed for certification eligibility. (A.R.S. § 32-122.02)

A.R.S. § 32-106 permits the Board to hire people on a fee basis, including FTEs of a state institution, bureau or department to prepare, grade and monitor the exams that are given to applicants for registration. Additionally, the Board may authorize these employees to perform other services and payments are made from the Technical Registration Fund. Applicants applying to the Board for registration include architects, engineers, geologists, landscape architects and land surveyors. Home inspectors, alarm businesses and alarm agents obtain certification through the Board.

Additional Information

An application submitted to the Board must have all required documents and information, including the $100 nonrefundable application fee and the $42 processing fee for the fingerprint card. The National Home Inspector Examination must be successfully completed within two years of applying. An applicant must also provide proof of completing 84 hours of approved training and a log of 30 parallel inspections.
