Abstract

Relating to K-8 ADM calculation.

Provisions

1.       Removes the exclusion of lunch and passing periods when calculating instructional hours for the determination of K-8 ADM and whether a student is full-time. (Sec. 1)

2.       Directs the hours in which a student is scheduled to attend school during the regular school day to be included in K-8 ADM calculations. (Sec. 1)

Current Law

ADM is the total enrollment of fractional and full-time students, minus withdrawals, of each school

day through the first 100 or 200 days in session, as applicable, for the current year (A.R.S. § 15-901). The calculation of ADM is utilized for school funding purposes in the determination of a school district or charter school's aggregate budget limit (A.R.S. § 15-943).

To meet the definition of a full-time student for high school and generate 1.0 ADM, a student must be enrolled in at least four subjects that count towards graduation for a minimum of 123 hours and be enrolled in at least 720 instructional hours during the year. In the calculation of instructional hours, any hours the student is scheduled to attend a high school are included. Students who take less than four subjects that count towards graduation generate fractional ADM, subject to specified instructional hour requirements outlined in statute.  

The following instructional hours in a 180-day school year are required for students in grades 1-8 to be considered full-time, except that lunch and recess period are not included unless the student is disabled and their IEP requires instruction during those periods:

·         In grades 1-3, 712 hours.

·         In grades 4-6, 890 hours.
