1.       Urges the United States Congress to increase and maintain staffing of customs field office personnel at the ports of entry in Nogales, Douglas and San Luis, Arizona. (Sec. 1)

2.       Instructs the SOS to transmit copies of the memorial to the President of the U.S Senate, the Speaker of the U.S House of Representatives and each member of Congress from Arizona. (Sec. 1)
