Relating to tuition reimbursement and
waivers for ANG members.
Provisions
1. Appropriates $1,446,000 from the GF in FY 2019 to DEMA for tuition and fees for ANG members. (Sec. 1)
Current Law
Any qualified national guardsman who has completed a semester as a full-time or part-time graduate or undergraduate student at a public or private postsecondary educational institution or a certified vocational technical school may apply for reimbursement of tuition and fees. To be eligible for reimbursement, a national guardsman is required to: 1) be a member of an Arizona Army or Air National Guard unit; 2) have completed initial active duty service; 3) have satisfactorily performed duty upon return from initial active duty training, including a minimum 90% attendance on scheduled drill dates and annual training; 4) maintain an average academic grade of "C" or better for each semester and; 5) not be eligible for a certificate of eligibility and benefits under the Veterans' Readjustment Benefits Act of 1966 for the same period (A.R.S. § 26-179).
Any member of the ANG is permitted to attend regularly scheduled courses at any public institution of higher education in this state and receive up to 16 credits per semester tuition-free, with a cap of 120 credits for a bachelor's degree and 33 credits for a master's degree. The member must:
· Complete initial active duty and be in good standing with the ANG;
· Enroll as an undergraduate or graduate student and be in good standing at that institution;
· Apply for tuition benefits available through the US Department of Veterans' Affairs and the US Department of Defense;
· When beginning active duty, either be a resident of this state, enter the US Armed forces in this state or designate this state as the member's home of record;
· Not be entitled to specified, full federal benefits; and
· Comply with the grade point requirements and excessive credit hour requirements. (A.R.S. § 26-179; Version 2).
