Page 38, after line 41, insert:

"Sec. 12.  Subject to the requirements of article IV, part 1, section 1, Constitution of Arizona, title 16, chapter 6, article 1.7, Arizona Revised Statutes, is amended by adding section 16-939, to read:

16-939.  Citizens clean elections commission enforcement; attorney general

Notwithstanding this article and articles 1.1, 1.2, 1.3, 1.4, 1.5 and 1.6 of this chapter:

1.  The Citizens Clean Elections Commission shall administer and enforce Article 2 of this Chapter.

2.  If the citizens clean elections Commission issues a final administrative order assessing a civil penalty or requiring reports or amendments to reports to a nonparticipating candidate or a person who makes independent expenditures, the Attorney General has five business days to veto the order before it becomes effective.

3.  A complainant or a respondent, as applicable, who is aggrieved by an administrative order of the commission or a veto of the attorney general may appeal directly to the superior court."

Renumber to conform

Page 55, strike lines 8 through 13, insert:

"Sec. 32.  Requirements for enactment; three-fourths vote

Pursuant to article IV, part 1, section 1, Constitution of Arizona, section 16‑939, Arizona Revised Statutes, as added by this act, is effective only on the affirmative vote of at least three‑fourths of the members of each house of the legislature."
