Chairman Ward called the meeting to order at 9:10 a.m. and attendance was taken.

 

APPROVAL OF MINUTES

 

Senator Ward stated that without objection, the minutes of February 12, 2015 were approved.

 

CONSIDERATION OF BILLS

 

SB 1461 – schools; reading assistance; dyslexic pupils – DO PASS AMENDED/STRIKE EVERYTHING

 

Matthew Simon, Education Committee Research Analyst, explained the 6-page Ward strike everything amendment dated 02/13/15 at 3:43 p.m. to SB 1461 (Attachment A).

 

Mark Barnes, Arizona School Administration Association, testified in support of SB 1461.

 

Laura Busby, Educator, representing herself, testified in support of SB 1461 and answered questions posed by the Committee.

 

Lori Schroeder, representing herself, testified in support of SB 1461 and answered questions posed by the Committee.

 

Jenifer Kasten, representing herself, testified in support of SB 1461.

 

Grace Taskinsoy, representing herself, testified in support of SB 1461 and answered questions posed by the Committee.

 

Senator Yee moved SB 1461 be returned with a DO PASS recommendation.

 

Senator Yee moved the Ward strike everything amendment dated 02/13/15 at

3:43 p.m.  (Attachment A) be ADOPTED. The motion CARRIED by voice vote.

 

Senator Yee moved SB 1461 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of 7-0-0     (Attachment 1).

Holly Reycraft, Co-founder, East Valley Autism Network (EVAN), representing herself, testified in support of SB 1459 and answered questions posed by the Committee.

Senator Yee moved SB 1459 be returned with a DO PASS recommendation.

 

Senator Yee moved the 10-line Ward amendment dated 02/18/15 at 1:34 p.m. (Attachment B) be ADOPTED. The motion CARRIED by voice vote.

 

Senator Yee moved SB 1459 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of 7-0-0     (Attachment 2).

Andrew Almodova, Education Committee Research Intern, explained SB 1236 and the 2-line Dial amendment dated 02/16/15 at 12:42 p.m. (Attachment E).

 

Jay Kaprosy, Teach for America, testified in support of SB 1236 and answered questions posed by the Committee.

 

Steven Erickson, Managing Director, Public Partnerships at Teach for America, representing himself, distributed and explained a handout entitled “Teach for America” (Attachment F) testified in support of SB 1236 and answered questions posed by the Committee.

 

Senator Smith moved SB 1236 be returned with a DO PASS recommendation.

 

Senator Smith moved the 2-line Dial amendment dated 02/16/15 at 12:42 p.m. (Attachment E) be ADOPTED. The motion CARRIED by voice vote.

 

Senator Smith moved SB 1236 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of 6-0-1     (Attachment 3).

 

SB 1223 – technical correction; textbook purchase – DO PASS AMENDED/STRIKE EVERYTHING

 

Matthew Simon, Education Committee Research Analyst, explained the 3-page Smith strike everything amendment dated 02/17/15 at 11:47 a.m. to SB 1223 (Attachment G).

 

Charles Essigs, Director of Government Relations, Arizona Association of School Business Officials, testified in opposition to SB 1223 and answered questions posed by the Committee.

 

Janice Palmer, Arizona School Boards Association, testified in opposition to SB 1223 and answered questions posed by the Committee.

 

Aiden Fleming, Arizona Department of Education, testified as neutral to SB 1223 and answered questions posed by the Committee.

 

Senator Yee moved SB 1223 be returned with a DO PASS recommendation.

 

Senator Yee moved the 3-page Smith strike everything amendment dated 02/17/15 at 11:47 a.m. (Attachment G) be ADOPTED. The motion CARRIED by voice vote.

 

Senator Yee moved SB 1223 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of 4-3-0     (Attachment 4).

SB 1037–technical correction; evidence; medical malpractice – DO PASS AMENDED/

STRIKE EVERYTHING

 

Brandi Peplinski, Education Committee Assistant Analyst, explained the 2-page Ward strike everything amendment dated 02/13/15 at 9:24 a.m. to SB 1037 (Attachment H) and the 11-line Ward amendment dated 02/18/15 at 1:28 p.m. (Attachment I) to the strike everything amendment.

 

Senator Yee moved SB 1037 be returned with a DO PASS recommendation.

Senator Yee moved the 2-page Ward strike everything amendment dated 02/13/15 at 9:24 a.m. to SB 1037 (Attachment H) be ADOPTED.

 

Senator Yee moved the 11-line Ward amendment dated 02/18/15 at 1:28 p.m. (Attachment I) to the strike-everything amendment be ADOPTED. The motion CARRIED by voice vote.

 

Senator Yee moved the 2-page Ward strike everything amendment dated 02/13/15 at 9:24 a.m. (Attachment H) AS AMENDED be ADOPTED. The motion CARRIED by voice vote.

Senator Yee moved that SB 1037 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of 6-0-1 (Attachment 1).

Attached is a list noting the individuals who registered their position on the bills (Attachment J).

 

There being no further business, the meeting was adjourned at 12:17 p.m.
