Senator Barto stated that without objection, the minutes of February 13, 2013 were approved.

Chandra Streitt, Vice President, Arizona Chapter of Little People of America, read a personal statement (Attachment A).

Monica Z. Ray – Member, Radiation Regulatory Hearing Board – CONFIRMATION RECOMMENDED

 

Orlando Menjivar, Health and Human Services Intern, gave a brief overview of the Radiation Regulatory Hearing Board.

 

Monica Z. Ray reviewed her resume and answered questions posed by the Committee.

 

Senator Ward moved the Health and Human Services Committee recommend to the full Senate the CONFIRMATION of Monica Z. Ray as a member of the Radiation Regulatory Hearing Board.  The motion CARRIED with a roll call vote of 7-0-0 (Attachment 1).

 

CONSIDERATION OF BILLS

 

SB 1115 – direct pay prices; health care – DO PASS AMENDED

 

Marianne Yamnik, Health and Human Services Committee Analyst, explained SB 1115, the       7-page Barto amendment dated 02/19/13 at 2:47 p.m. (Attachment B) and answered questions posed by the Committee.

 

David Landrith, Arizona Medical Association, testified as neutral on SB 1115 and answered questions posed by the Committee.

 

Senator Ward moved SB 1115 be returned with a DO PASS recommendation.

 

Senator Ward moved the 7-page Barto amendment dated 02/19/13 at 2:47 p.m. (Attachment B) be ADOPTED.  The motion CARRIED by voice vote.

Barry Aarons, Lobbyist, Arizona Association of Chiropractic, testified in support of SB 1362.

 

Melody Jafari, Doctor of Chiropractic, representing herself, distributed a packet of papers (Attachment I) and testified in support of SB 1362.

 

Ginger Valencia, Medical Biller, representing herself, testified in support of SB 1362.

 

Thomas Blankenbaker, Arizona Chiropractic Society (ACS), distributed a packet of papers (Attachment J) and testified in support of SB 1362.

Cathi Herrod, President, Center for Arizona Policy, testified in support of SB 1376.

 

Kristen Boilini, The National Infertility Association (RESOLVE) and the Society for Assisted Reproductive Technologies (SART), testified in opposition to SB 1376.

 

Dr. Frederick Larsen, Physician, representing himself, testified in opposition to SB 1376 and answered questions posed by the Committee..

 

Ms. Boilini further addressed the Committee.

 

Senator Ward moved SB 1376 be returned with a DO PASS recommendation.

 

Senator Ward moved the 2-page Barto amendment dated 02/19/13 at 1:45 p.m. (Attachment K) be ADOPTED.  The motion CARRIED by voice vote.

SB 1421 school personnel; emergency epinephrine administration – DO PASS AMENDED

 

Bryan Durham, Health and Human Services Committee Assistant Analyst, explained SB 1421 and the 24-line Lopez amendment dated 02/19/13 at 12:48 p.m. (Attachment L).

 

Michael Zelin, representing himself, testified in support of SB 1421.

 

Sue Braga, Executive Director, Arizona Chapter of the American Academy of Pediatrics, testified in support of SB 1421.

 

Senator Ward moved SB 1421 be returned with a DO PASS recommendation.

Colleen Rundell, Administrator, Arizona State Veteran Home - Phoenix, distributed a handout entitled "Veterans Health Programs Improvement Act" (Attachment N) and testified in support of     SB 1286.

John Mangum, Arizona Ophthalmological Society, testified in opposition to SB 1433.

 

Raymond Zimmerman, Ophthalmologist, Arizona Ophthalmological Society, testified in opposition to SB 1433 and answered questions posed by the Committee.

 

Dan Briceland, MD, Arizona Ophthalmological Society, testified in opposition to SB 1433.

Brian Mach, President, Arizona State Board of Optometry, testified in support of SB 1433.
