A CONCURRENT RESOLUTION
recognizing the American association of retired persons on the success of its drivers safety program.

Whereas, the burden of high insurance premiums can be extremely costly for older and retired drivers; and
Whereas, various legislative measures restricting the right of seniors to drive have been introduced in Arizona and other states; and
Whereas, these measures have been largely unsuccessful and ineffective; and
Whereas, the American Association of Retired Persons has proactively addressed the dual issues of senior driving and high insurance costs by creating the Drivers Safety Program, a driver's education service for older adults to familiarize them with the rules of the road, local driving problems, the license renewal process and the changes age can bring to the driving experience; and
Whereas, because thirty-five states and the District of Columbia mandate that insurance providers reduce the premiums of Drivers Safety Program graduates, the program has successfully enabled millions of seniors to improve their driving skills and reduce their insurance costs; and
Whereas, the State of Arizona is not one of these thirty-five states and the District of Columbia that have a mechanism to reduce the insurance premiums of Drivers Safety Program graduates; and
Whereas, the eight-hour classroom refresher is the first and largest nationwide curriculum designed for older drivers and has graduated more than 4.5 million drivers to date; and
Whereas, the American Association of Retired Persons has taken the initiative to improve road safety and protect older drivers from high insurance premiums.
Therefore
Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. That the Legislature recognize the American Association of Retired Persons on the tremendous success of its Drivers Safety Program and, in so doing, encourage insurance companies to consider seniors' voluntary and successful participation in a drivers education program when determining their insurance rates.
2. That the Secretary of State of the State of Arizona transmit a copy of this Resolution to the American Association of Retired Persons.
