Purpose

 

            Reduces the population threshold for counties to elect a five-member board of supervisors to 165,000 persons, and allows the board of supervisors to begin the process of electing two additional members at the 2008 election based on special census population data.

 

Background

 

            The Pinal County Board of Supervisors (Board) is the governing body for the county. Each member represents one of the three supervisorial districts, which are divided geographically and by population to include a mix of urban and rural constituencies. Members must be residents of the district they represent, are elected to four-year terms, and may serve an unlimited number of terms.  The Board’s duties include supervising the official conduct of all county officers and county subdivisions that assess, collect and disburse public revenues.  The Board also presides over elections, manages public roads and makes appointments to vacant county offices.

 

            Currently, counties with a population of 200,000 or more persons must have a five‑member board of supervisors.  Pima and Maricopa counties are the only counties that meet this requirement based on the 2000 census. 

 

            With a population of 179,727 persons, Pinal County is eligible to add two additional members to its board of supervisors under this legislation.  Currently divided into five districts, each member of its Board would represent an average of 35,945 persons. 

 

            There is no fiscal impact to the state General Fund associated with this legislation.

 

Provision

 

1.      Requires each county to have a population of at least 165,000 rather than 200,000 to elect a five members board of supervisors.

 

2.      Limits the change from a three-member board of supervisors to a five-member board of supervisors only after the board of supervisors approves a special census of the county.

 

3.      Reduces the population cap from less than 200,000 to less than 165,000 to petition the board of supervisors to call an election to increase the board from three to five members.

 

4.      Requires counties, based on special census population data, with a population of more than 165,000 to elect two additional supervisors at the next general election of the United States President.

 

5.      Defines the term “population.”

 

6.      Makes technical and conforming changes.

 

7.      Becomes effective on the general effective date.

 

Amendments Adopted by Committee of the Whole

 

1.      Reduces the population threshold for counties to elect a five-member board of supervisors to 165,000 persons.

 

2.      Limits the change from a three-member board of supervisors to a five-member board of supervisors only after the board of supervisors approves a special census of the county.

 

3.      Requires that a special census be conducted to increase the size of the board of supervisors.

 

4.      Allows two additional board of supervisors members to be elected at the 2008 general election in which a United States President is elected.
