FACT SHEET FOR S.B. 1237

 

UA; out-of-state cap

 

Purpose

 

            Limits the nonresident undergraduate students enrolled at the University of Arizona (UA) to 29 percent of the total number of undergraduate students.

 

Background

 

            The Universities’ Changing Directions initiative redefined university missions, enrollment management and admissions, differentiated tuition proposals, strengthened financial aid programs linked with tuition and state aid programs, and adjusted program inventories to support the missions.  As part of the Changing Directions redesign, the Arizona Board of Regents (ABOR) eliminated a provision in Policy 2-103 that limited graduate and undergraduate nonresident enrollments to 25 percent of the total student enrollment. In February 2006, ABOR reviewed a proposed revision to ABOR Policy 2-103, “Enrollment,” that would reestablish an enrollment cap of up to 30 percent for nonresident undergraduate students in the three public universities.

            There is no anticipated fiscal impact to the state General Fund. Currently, only the UA may be affected by the required cap on nonresident undergraduate pupils. In the fall of 2005, the UA’s undergraduate nonresident enrollment was 28 percent.

 

Provision

 

1.      Prohibits the number of undergraduate nonresident students enrolled at the UA from exceeding 29 percent of the total number of undergraduate students enrolled.

 

2.      Becomes effective on the general effective date.
