postsecondary institutions; SAIS numbers

 

Purpose

 

            Directs state universities and community colleges to use student identification numbers that correspond to or reference Arizona Department of Education (ADE) assigned Student Accountability Information System (SAIS) numbers.  

 

Background

 

            The SAIS system allows local education agencies to transmit student level data and school finance data electronically via the Internet as required by statute (A.R.S. § 15-1041).  Real time submittal of student level data permits for funding level adjustments by ADE to reflect changes in a school district’s student population as they occur.

 

            The collection of student data in the SAIS system is primarily used  for funding purposes and reporting required by the state and federal governments. The system tracks 32 data elements, including a unique student identification number, demographic information, district of residence, school membership (beginning and withdrawal), grade membership and  attendance. SAIS is also used to report and track student disabilities or language needs, assessments and participation in language programs or special education services.

 

            There may be a financial impact to state universities and community colleges if their current student tracking systems require additional programming to use SAIS numbers as student identification numbers. 

 

Provisions

 

1.      Requires universities under the jurisdiction of the Arizona Board of Regents and community colleges to use identification numbers that correspond to or reference students’ SAIS numbers. 

 

2.      Limits the reference of a SAIS number only to a student assigned a SAIS number after June 30, 2006.

 

3.      Requires students to provide their assigned SAIS number to a university and/or community college and that a school district or charter school provide the assigned SAIS number to the students upon request.

 

4.      Removes the ability for any faculty, staff or student at a public university to request that their social security number be used as their identification number.

 

5.      Exempts faculty, staff and students assigned individual identification numbers that are identical to their social security numbers by universities and/or community colleges prior to June 30, 2007, from the requirements of this legislation.

 

6.      Makes technical changes.

 

7.      Becomes effective on July 1, 2007. 

 

Amendments Adopted by Committee

 

1.      Allows universities and community colleges to issue student identification numbers that reference SAIS numbers.

 

2.      Provides a delayed effective date.
