Co-Chairman Allen called the meeting to order at 9:17 a.m. and attendance was noted.

Overview of Medicaid Requirements

 

Monica Coury, Arizona Health Care Cost Containment System (AHCCCS) Administration, distributed "Health Care Reform:  Impact on AHCCCS Program" (Attachment B), discussed the following points and answered questions posed by the committee:

·         Affordable Care Act (ACA) and Medicaid

·         The Fiscal Impact to AZ

·         The Immediate Fiscal Impact to AZ

·         The End of American Recovery and Reinvestment Act (ARRA)

·         Other Medicaid Requirements

·         Medicaid's Role in the Exchange

 

Update on Lawsuit

 

Joe Kanefield, General Counsel, Office of the Governor, discussed the court cases challenging federal health care and updated the committee on possible timetables.

 

Presentation on Insurance Requirements

 

Chuck Bassett, Blue Cross Blue Shield of Arizona, distributed "Your Guide To Health Care Reform" (Attachment C), discussed the following points and answered questions posed by the committee:

·         Background

·         Grandfathering

·         2010 Reforms

·         2011 Reforms

·         2012 Reforms

·         2013 Reforms

·         2014 Reforms

·         2018 Reforms

 

Jake Logan, United Healthcare, distributed "Update on Health Care Reform Implementation and Other Key Issues" (Attachment D), discussed the following items and answered questions posed by the committee:

·         Market based exchange system

·         Prices in the exchange system

·         Central site to make choices

 

Presentation on Provisions Impacting Health Care Providers

 

David Landrith, Vice President of Policy and Political Affairs, Arizona Medical Association, discussed the following issues and answered questions posed by the committee:

 

Overview of Tax Implementation Timeline

 

Pat Derdenger, Partner, Steptoe & Johnson LLP, distributed "Major Tax Changes 'Hidden' in Health Care Reform" (Attachment E), discussed the following issues and answered questions posed by the committee:

·         The centerpiece of the Health Care Act

·         New taxes to fund health care

·         Tax changes affecting individuals

·         Tax changes affecting employers

·         Tax changes affecting businesses

·         Other tax changes looming for 2011
