AN ACT
amending title 13, chapter 29, Arizona Revised Statutes, by adding section 13‑2925; relating to offenses against public order.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 13, chapter 29, Arizona Revised Statutes, is amended by adding section 13-2925, to read:
13-2925. Unlawful use of personal disguise; classification
A. It is unlawful for a person to wear a disguise, whether partial or complete, to evade or escape discovery, recognition or identification while participating in any of the following:
1. the commission of any public offense.
2. A civil protest.
3. A political event.
4. A public event.
B. A peace officer may detain a person who is wearing a disguise to verify the person's identity and to determine if the person has committed a public offense.
C. This section does not apply to a person who is wearing a disguise for a business-related purpose or during any event or at any place where a disguise may generally be viewed as part of acceptable attire.
D. A violation of this section is a class 6 felony, except that it is a class 2 felony if the person who is wearing the disguise has direct or indirect involvement in an offense involving property damage, injury or death.
