Page 1, strike line 1, insert:

"Page 1, strike lines 2 through 12, insert:

"Section 1.  Title 16, chapter 3, article 3, Arizona Revised Statutes, is amended by adding section 16-323, to read:

START_STATUTE16-323.  Signature collection; prohibited payments; violation; classification

A.  A person shall not pay or receive money or any other thing of value based on the number of signatures collected on a candidate petition.  signatures that are obtained by a paid circulator who violates this section are void and shall not be counted in determining the legal sufficiency of the petition.

B.  A violation of this section is a class 1 misdemeanor.END_STATUTE""

Strike lines 6 through 24

Page 2, strike lines 1 through 7, insert:

"1.  According to campaign finance reports, the governor and forty percent of the incumbent members of the senate paid petition circulator firms in their most recent elections.

2.  Any danger of fraud that may exist from compensating petition circulators per signature is equally applicable in the candidate petition context.

B.  The legislature should not make rules for voters who circulate initiative and referendum petitions that the legislature is unwilling to apply to itself."
