Strike everything after the enacting clause and insert:

"Section 1.  Pilot program for nationally recognized college‑readiness examinations; report; delayed repeal

A.  The department of education shall establish a one‑year pilot program for nationally recognized college‑readiness examinations to allow school districts and charter schools that are selected to participate in the pilot program to administer to all pupils in grade eleven a nationally recognized college‑readiness examination that includes tests in English, reading, writing, mathematics and science during the 2017-2018 school year.  The department of education shall establish application and selection procedures for school districts and charter schools that wish to participate in the pilot program.  School districts and charter schools that receive nongovernmental monies to provide nationally recognized college‑readiness examinations are not eligible to participate in the pilot program.

B.  Pupils at participating schools may opt out of the pilot program.

C.  The department of education shall submit a report on or after November 30, 2018 to the governor, the president of the senate and the speaker of the house of representatives that summarizes the results of the pilot program.  The department shall provide a copy of this report to the secretary of state.

D.  This section is repealed from and after December 31, 2018.

Sec. 2.  Appropriation; department of education; pilot program for nationally recognized college‑readiness examinations

The sum of $2,900,000 is appropriated from the state general fund in fiscal year 2017-2018 to the department of education to implement and administer the pilot program for nationally recognized college‑readiness examinations established by this act.

Sec. 3.  Intent

In order to decrease the number of tests a student takes, the legislature intends to use the monies otherwise appropriated for statewide assessments for pupils in grade eleven to select and administer a test off the menu of assessments that is a nationally recognized college‑readiness examination."
