SENATE AMENDMENTS TO H.B. 2117

(Reference to House engrossed bill)

 


Strike everything after the enacting clause and insert:

"Section 1.  School vehicles; global positioning systems; pilot;

delayed repeal

A.  On or before September 1, 2018 the department of education shall establish a pilot program to record, verify and report daily route mileage on vehicles that are owned, leased, operated by or that provide transportation services to the pilot school district and are funded in whole or part with state monies

B. The department shall approve a global positioning system and a reporting system capable of accurately recording daily mileage for each vehicle and accurately submitting that information to the department for the purpose of verifying daily route mileage and other costs.  The global positioning systems and reporting systems pursuant to this section shall comply with specific industry standards for the trucking and transportation industries.

C. The department shall choose two school districts in a county with a population of more than eight hundred thousand persons and two school districts in a county with less than two hundred thousand personsAll vehicles that are owned, leased, operated by or that provide transportation services to the pilot school district shall be equipped with a global positioning system.

D. The department shall on or before July 1, 2019 issue a report to the superintendent of public instruction, the joint legislative budget committee, the office of the auditor general, the president of the senate and the speaker of the house of representatives.  The report shall contain the daily route miles, the district support level, the total bus mileage, the total students transported, the base support level, the transportation revenue control limit and the transportation support level, as those terms are defined in section 15-901, Arizona Revised Statutes, and the total mileage verified by the global positing systems. 

E.  This section is repealed from and after July 31, 2019.

Sec 2.  Joint legislative study committee on school vehicles;

membership; duties; report; delayed repeal

A. The joint legislative study committee on school vehicles is established consisting of the following members:

1.  Five members who are appointed by the speaker of the house of representatives, not more than three appointees of the same political party.

2.  Five members who are appointed by the president of the senate, not more than three appointees of the same political party.

B.  The members of the study committee shall select a chairperson of the study committee from among its membership.

C.  The committee shall:

1.  Study and make recommendations to the department of education on how to implement a global position system and reporting system in all vehicles that are owned, leases, operated by or that provide transportation services to a school district or charter school.

2.  Study and make recommendations on efforts in other states to reduce student transportation costs, including the use of global positioning systems and reporting systems.

3. Study and make recommendations to on the statutory changes necessary to change current school district route mileage reimbursement system to a school district route mileage system based on global positioning system verified actual mileage driven.

4. Submit a report of the committee's findings and recommendations on or before December 1, 2019 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy to the secretary of state. 

D.  This section is repealed from and after December 31, 2019."
