AN ACT

 

ESTABLISHING the renewable energy technology environmental impact study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Renewable energy technology environmental impact study committee; membership; powers and duties; report; delayed repeal

A.  The renewable energy technology environmental impact study committee is established consisting of the following members:

1.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.  The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

2.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.  The president of the senate shall designate one of these members to serve as cochairperson of the committee.

3.  Two persons who have experience producing, selling, installing or using solar energy panels, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

4.  Two persons who are representatives of an electric utility, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

5.  The director of the department of environmental quality or the director's designee.

B.  The committee shall meet at the call of the cochairpersons.  The committee shall:

1.  Collect information on the environmental impacts of solar energy panels, including the production and disposal of solar energy panels.

2.  Study the lifespan of solar energy panels.

3.  Review opportunities to expand solar energy panel recycling or reuse in this state.

4.  Collect any information and make any recommendations related to the environmental impact of renewable energy technology that the committee deems appropriate.

C.  The legislature shall provide staff and support services to the committee.

D.  The members of the committee are not eligible to receive compensation but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes.

E.  On or before December 31, 2017, the committee shall submit a report regarding its findings and recommendations to the governor, the speaker of the house of representatives and the president of the senate and provide a copy of this report to the secretary of state.

F.  This section is repealed from and after September 30, 2018.
