Page 1, line 4, after "classification" insert "; receipt"

Page 2, strike lines 1 through 10, insert:

"2.  An election official, a United States postal service worker or any other person who is allowed by law to transmit United States mail and who is engaged in official duties.

3.  A candidate who collects fewer than ten voted early ballots for an election or a person who is a candidate for the legislature.

4.  A person who is related to the voter by blood, marriage, adoption or legal guardianship.

5.  A person who resides at the same residence as the voter.

J.  An early ballot receipt prescribed by subsection H of this section SHALL be in substantially the following form:

I declare the following under penalty of perjury:  At the registered voter's request I assisted the voter identified in this receipt by receiving the voter's early ballot as directly instructed by the voter and returning the early ballot to the election official designated for that early ballot.
