AN ACT

 

establishing the pest control advisor task force.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Pest control advisor task force; report; delayed repeal

A.  The pest control advisor task force is established consisting of the following members who are appointed by the director of the Arizona department of agriculture:

1.  One member who is engaged in the business of agriculture.

2.  One member who holds a pest control advisor license issued by the Arizona department of agriculture pursuant to section 3-363, Arizona Revised Statutes.

3.  One member of the public.

B.  The task force shall study:

1.  Whether and how reciprocal recognition of pest control advisor licenses issued by the state of California would enhance the competition, economic growth and public health and safety of this state.

2.  Whether and how private certification of pest control advisor licenses instead of state licensure would enhance the competition, economic growth and public health and safety of this state.

C.  Within two hundred forty days after the appointment of all of the members of the task force, the task force shall submit a report regarding the task force's findings and recommendations to the governor, the president of the senate, the speaker of the house of representatives and the director of the Arizona department of agriculture and shall provide a copy of this report to the secretary of state.

D.  This section is repealed from and after September 30, 2017.

Sec. 2.  Emergency

This act is an emergency measure that is necessary to preserve the public peace, health or safety and is operative immediately as provided by law.
