Page 1, line 4, after "meeting" insert "; eligibility to vote"
Page 2, between lines 15 and 16, insert:
"5. A member of the association is eligible to vote for the purposes of determining a quorum of the meeting of the membership, voting at a meeting of the membership or signing a petition of the members as prescribed in this section unless the member is at least ninety days delinquent on payment of the member's assessments and there is no appeal or other legal or administrative challenge pending regarding the delinquency of the assessment payments or the amount of assessments due."
