Page 2, after line 23, insert:
"Sec. 4. Title 6, chapter 13, article 1, Arizona Revised Statutes, is amended by adding section 6-1311, to read:
6-1311. Fee from consumer; refund
If an advance fee loan broker accepts a fee from a consumer In the course of business to secure a loan for the consumer, the advance fee loan broker must refund the fee to the consumer if financing is not secured."
