FLOOR AMENDMENT EXPLANATION

 

 

Provides that regulatory activities related to health insurance navigators are exempt from the proposed prohibition of using personnel or financial resources towards the Affordable Care Act. 

 

The amendment also exempts regulatory activities that are associated with initiatives, grants or other funding related to public health treatment, preparedness, education or prevention programs authorized by the Affordable Care Act from the bill. 

 

Finally, the amendment provides the law does not apply to the state or political subdivisions when providing medical insurance to its employees.

Page 1, line 20, after “20-238” insert “And title 20, chapter 2, article 3.4

Between lines 22 and 23, insert:

“(d) are associated with initiatives, grants or other funding related to public health treatment, preparedness, education or prevention programs authorized by the affordable care act, provided that THE funding does not impose unrelated requirements on this state or its political subdivisions that are outside the scope of the specific program.

B. THIS STATE AND ALL POLITICAL SUBDIVISIONS OF THIS STATE MAY USE PERSONNEL OR FINANCIAL RESOURCES TO PROVIDE EMPLOYEE HEALTH INSURANCE BENEFITS.
