AN ACT

 

AMENDING Title 15, chapter 7, article 1, Arizona Revised Statutes, by adding section 15-701.02; RELATING TO SCHOOL CURRICULUM.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 7, article 1, Arizona Revised Statutes, is amended by adding section 15-701.02, to read:

START_STATUTE15-701.02.  Public school curricular standards and assessments; college admissions examinations; fiscal analysis

A.  Notwithstanding any other law, the state board of education shall not implement the common core standards.  Any rules previously adopted by the state board of education that conflict with this subsection are void on the effective date of this section.

B.  Notwithstanding any other law, the state board of education may not adopt or revise curricular standards in a manner that would effectively implement the common core standards.  Any rules previously adopted by the state board of education that conflict with this subsection are void on the effective date of this section.

C.  This state shall withdraw from the partnership for assessment of readiness for college and careers.

D.  The state board of education shall select an existing nationally administered standardized test that is currently accepted as a high school achievement and college entrance examination by at least fifty per cent of the postsecondary educational institutions in this country to serve as the statewide assessment mechanism to measure student academic performance.

E.  the department of education shall contract with an independent entity to conduct a fiscal analysis of the projected cost of implementing the common core standards.  The independent entity selected must have expertise in the development, implementation and assessment of curricular standards.
