(TEXT OF BILL BEGINS ON NEXT PAGE)

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 28, chapter 7, article 12, Arizona Revised Statutes, is amended by adding section 28-2405, to read:

START_STATUTE28-2405.  Standard design of special plates

A special plate issued pursuant to this article shall have a standard design with one area on the plate that is a three inch square that is set aside for a logo or message.  The department shall determine the standard design of the special plate, and the logo or message is subject to the approval of the department.  This section applies to all special plates that are authorized pursuant to this article after the effective date of this section. END_STATUTE

Sec. 2.  Legislative intent

The legislature finds that the proliferation of license plates with completely dissimilar designs in this state creates confusion for law enforcement and for witnesses to crimes.  Some special license plates are very colorful and difficult to read.  It is the intent of the legislature to assist the public and law enforcement to easily read and recognize license plates as license plates that are issued by this state.
