AN ACT
Amending title 41, chapter 7, article 3, Arizona Revised Statutes, by adding section 41‑1134; relating to rules committees.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 7, article 3, Arizona Revised Statutes, is amended by adding section 41-1134, to read:
41-1134. Rules committee; powers; budget reconciliation legislation
In addition to any other powers and duties prescribed by rule of the house of representatives and the senate, the rules committee, or its successor committee, of the house of representatives and the senate:
1. Shall compile a list of substantive policy items in the budget reconciliation bills being considered by the rules committee. The rules committee shall provide the list to each member of the legislature with a notice that it will not consider any item unless a member publicly claims the item as the member's own proposal. The notice shall request that any member should notify the rules committee if the member claims an item in a budget reconciliation bill.
2. Shall not consider any substantive policy item in a budget reconciliation bill unless a member of the legislature has publicly claimed the item as the member's own proposal.
3. May take public testimony and may adopt substantive amendments to a budget reconciliation bill.
